Regulations
Dates: Friday the 14th until Sunday the 16th of August 2009
Article 1.
The Otten Cup is contested annually and can become the property of a participating club if:
a. the cup is won three times consecutively;
b. the cup is won for a total of five times.
Unless point a or b is applicable, the tournament winner is cup holder for one year.
Article 2.
Arbiters and assistant arbiters will be from the KNVB (Royal Dutch Football Association).
Article 3.
Eight football clubs take part in this tournament. Group-matches, cross-finals and finals conform the match programme will decide the final classification.
Article 4.
Participation is restricted to players born on or after January the 1st 1991.
Article 5.
Before the start of the tournament each club has to submit a list with names and dates of birth of the participating players. Each club is allowed to take maximal 18 players during the tournament. In case of control, each player has to have a valid identity card.
Article 6.
The matches have a duration of 2 x 30 minutes, with a break of 10 minutes maximum, on the playing field. Each match it is allowed to replace five players (including the goalkeeper). During the tournament, each player has to play with the same shirt number.
Article 7.
At least one hour before every match each club has to inform the tournament-committee about the players’ kit (colours). In cases in which the referee decides that both clubs are dressed (almost) identical, the first mentioned club has to change. Each participating team has to bring at least one reserve player’s kit which is different from their first kit.
Article 8.
If two or more clubs finish with the same number of points, the goal difference decides. This is the difference between the number of scored goals and the number of goals against. If the goal difference is equal, the total of scored goals decides and, if this is equal also, the mutual result between the clubs decides. If the placing is still unresolved, five penalties will be taken, one by one, by five different players from each club. If after the first five penalties still no definitive placing is received, penalties are taken, one by one, by different players. This procedure continues until, after the clubs have taken the same number of penalties, one club has scored one goal more than the other club. Before a player is allowed to take a second penalty, all players who were in the field at the end of the match must have taken a penalty. The referee decides which side of the ground will be used for the penalties-procedure.
Article 9.
If the cross-finals and/or the final end in a draw after the regular playing-time penalties will be taken in conformity with article 8.
Article 10.
Cases of red and yellow cards will be judged by an independent committee. In principle this committee judges as follows:
- after receiving two yellow cards in one match (= one red card) the player will be suspended for one match, following the match in which the two yellow cards were received ;
- after receiving a red card the player will be suspended for one match, following the match in which the red card was received.
In occasion, the committee has the right to deviate from this rule.
Article 11.
Officials and players of the tournament have to effect a health- and accident insurance. PSV does not accept any financial consequences, nor the consequences of loss or theft of possessions.
Article 12.
In cases where these regulations are not comprehensive, decisions will be taken by the organisation committee. This committee is in charge of the explanation of these regulations. Protests cannot be submitted.
